What is the Olympiad “Mission Possible. Your Vocation – Finance Professional!”

Multidisciplinary Olympiad for high school students “Mission Possible. Your Vocation – Financier!” has been held by the Financial University under the Government of the Russian Federation since 2007.

Our Olympiad is for those who want to take part in the intellectual contests, test themselves, find friends and like-minded people, who dreams to become a student of the Financial University.

It is included in the list of schoolchildren’s Olympiads for the 2021/2022 academic year, approved by the Ministry of Science and Higher Education of the Russian Federation.

Regulation on the Procedure of Personal Data Processing at the Financial University 1. General Provisions 1.1. These Regulations on the processing of personal data (hereinafter “Regulations”) at the Federal State Institution of Higher Professional Education “The Financial University under the Government of the Russian Federation” (hereinafter “University”) are developed in accordance with the Constitution of the Russian Federation, the Civil Code of the Russian Federation, the Labor Code of the Russian Federation, the Federal Law “On Information, Information Technologies and Information Protection” dated 27.07.2006 № 149-FZ, the Federal Law “On Personal Data Protection” dated 27.07.2006, the Federal Law “On Information Technologies and Information Protection” dated 27.07.2006 № 149-FZ. 1.2. This Regulation defines the procedure of personal data processing of teachers, employees and students, as well as those entering the University for work and study. 2. Basic concepts used in the processing of personal data 2.1. Personal data – any information relating to directly or indirectly identified or defined by an individual (the subject of personal data). 2.2. Operator – the Financial University. 2.3 Processing of personal data – any action (operation) or a set of actions (operations) performed with or without the use of automation means with personal data, including collection, recording, systematization, accumulation, storage, clarification (updating, change), extraction, use, transfer (distribution, provision, access), depersonalization, blocking, deletion, destruction of personal data. 2 2.4. Automated processing of personal data – processing of personal data by means of computer technology. 2.5. Dissemination of personal data – actions aimed at disclosure of personal data to an indefinite range of persons. 2.6. Provision of personal data – actions aimed at disclosure of personal data to a certain person or a certain circle of persons. 2.7. Blocking of personal data – temporary termination of processing of personal data (except for cases when processing is necessary to clarify personal data). 2.8. Destruction of personal data – actions, as a result of which it becomes impossible to restore the content of personal data in the information system of personal data and (or) as a result of which tangible carriers of personal data are destroyed. 2.9. 2.9. Depersonalization of personal data – actions, as a result of which it becomes impossible, without the use of additional information, to determine the affiliation of personal data to a particular personal data subject. 2.10. Personal data information system – an aggregate of personal data contained in databases of personal data and information technologies and technical means ensuring their processing. 2.11. Cross-border transfer of personal data – transfer of personal data to a foreign country, a foreign authority, a foreign individual or a foreign legal entity. 2.12. Biometric personal data – information that characterizes the physiological and biological characteristics of an individual, on the basis of which their identity can be established. 3. Conditions for processing of personal data 3.1. Processing of personal data is carried out in connection with: 3.1.1 With the exercise of the rights and legitimate interests of the university. 3.1.2.

The fulfillment of the contract concluded between the subject of personal data and the university. 3.1.3 With the enrollment and study at the university. 3.2. According to the law, the subject’s written consent to process his/her personal data is not required in the cases specified in clause 3.1. 3 3.3. The processing of personal data may also be carried out with the subject’s consent to the processing of his/her personal data (Appendix № 1). Consent may be withdrawn on the basis of a written application from the subject of personal data. 3.4. The subject’s consent in writing to the processing of his/her personal data shall include, inter alia: 3.4.1. Surname, first name, patronymic, address of the subject of personal data, number of the main document certifying his/her identity, information on the date of issue of the said document and the authority issuing it. 3.4.2 Name and address of the operator receiving the consent of the personal data subject. 3.4.3 Purpose of processing personal data. 3.4.4 List of personal data for processing which the consent of the subject of personal data is given. 3.4.5 Name or address of the operator receiving the consent of the subject of personal data. 3.4.5 Name or surname, first name, patronymic and address of the person processing personal data on behalf of the university, if the processing will be assigned to such a person. 3.4.6 List of actions with personal data for which the consent is given, general description of personal data processing methods used by the university. 3.4.7. The period during which the consent of the subject of personal data is valid, as well as the way of its withdrawal. 3.4.8. Personal data subject’s signature. 3.5. Processing of special categories of personal data relating to race, ethnicity, political views, religious or philosophical beliefs, health status, intimate life is allowed only in cases stipulated by the Federal Law “On Personal Data”, in particular if: 3.5.1 The subject of personal data has consented in writing to the processing of his/her personal data. 3.5.2 Processing of personal data is carried out in accordance with the legislation on state social assistance, labor legislation, the legislation of the Russian Federation on pensions under the state pension provision, on labor pensions. 3.5.3 Processing of personal data is necessary to establish or exercise the rights of the subject of personal data or third parties, as well as in connection with the exercise of justice. 3.5.4 Processing of personal data shall be carried out in accordance with the legislation on compulsory types of insurance and insurance legislation. 3.5.5 Processing of personal data on criminal records may be carried out at the University only by persons in cases and in the manner determined in accordance with federal laws. 3.5.6 Processing of special categories of personal data, as well as processing of biometric personal data shall be immediately terminated if the reasons, due to which the processing was carried out, are eliminated, unless otherwise provided by the federal law. 3.6. Personal data may be obtained by the University from a person who is not a subject of personal data, subject to legal requirements. 3.7.

In accordance with applicable law, the University has the right to entrust the processing of personal data to another legal entity or individual with the consent of the subject of personal data on the basis of an agreement concluded with this person (processor), including a state or municipal contract. 3.8. The person, carrying out processing of personal data on behalf of the University, shall be obliged to comply with the principles and rules of personal data processing provided by the legislation. 3.9. If necessary, the university must provide proof of legal grounds or the fact of obtaining the consent of the subject of personal data for the processing of personal data. 4. List of processed personal data 4.1. Surname, first name, patronymic. 4.2. Date and place of birth. 4.3. Address of place of permanent and temporary registration, address of place of actual residence. 4.4. 4.4. Home number, mobile number and contact telephone number. 4.5. 4.5. E-mail address. 4.6. Passport details. 4.7. Information relating to family members and close relatives, specified by the subject of personal data in his/her personal data and in his/her curriculum vitae. 4.8. Information regarding the subject’s employment or studies. 4.9. Information about the personal data subject’s health status. 4.10. 4.10. Information relating to the subject’s military service. 4.11. Information about the amount of salary (official salary, incentive allowances, bonuses, other payments) or scholarship at the university. 4.12. Information about the financial situation of the parents, husband (wife), children of the subject of personal data. 4.13. Data necessary for the university and the subject of personal data to fulfill financial obligations to state authorities or third parties in accordance with the law. 4.14. Only for persons listed in the relevant order of the Rector – information about the presence (absence) of a criminal record and (or) the fact of criminal prosecution or termination of criminal prosecution on rehabilitating grounds. 5. Transboundary transfer of personal data 5.1. Transborder transfer of personal data to the territories of foreign states that are parties to the Council of Europe Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data, as well as other foreign states that provide adequate protection of the rights of subjects of personal data, shall be carried out in accordance with the Federal Law “On Personal Data”. 5.2. Before starting the cross-border transfer of personal data, without obtaining the subject’s written consent for such transfer, the university must ensure that the foreign state, to the territory of which the transfer of personal data is carried out, provides adequate protection of the rights of personal data subjects. 5.3. The transborder transfer of personal data on the territory of foreign countries, which do not provide adequate protection of the rights of personal data subjects, can be carried out either with the consent (Annex No. 2) in writing of the subject for the transborder transfer of his/her personal data, or in execution of the contract to which the subject of personal data is a party. 6. Methods of personal data processing 6.1. The university uses two methods of processing personal data: 6.1.1 Automated processing of personal data – processing of personal data by means of computer equipment. 6 6.1.2.

The subject of personal data has the right to receive information relating to the processing of his personal data, including containing: 7.1.1. Confirmation of the fact of processing of personal data. 7.1.2 Legal basis and purpose of processing. 7.1.3 Methods of processing used. 7.1.4 Procedure for exercising the personal data subject’s rights under the law. 7.1.5. 7.1.5 Information about cross-border transfer of data that has taken place or is expected to take place. 7.1.6. 7.1.6. Name or surname, first name, patronymic and address of the person processing personal data on behalf of the university, if processing is or will be assigned to such person. 7.1.7. Other information as provided by federal laws. 7.2. If the subject of personal data believes that the university carries out the processing of their personal data in violation of the requirements of the law, the subject of personal data has the right to appeal the actions or inaction of the university to the authorized body for the protection of the rights of subjects of personal data (Roskomnadzor) or in court. 7.3. The subject of personal data shall be entitled to protection of his/her rights and legitimate interests, including compensation for losses and/or compensation for moral harm in court. 8. Requirements for protection of personal data 8.1. University employees and other persons who obtained access to personal data are obliged to observe confidentiality, not to disclose to third parties and not to distribute personal data without the consent of the subject of personal data, unless otherwise provided by law. 7 8.2. The University is obliged to take measures necessary and sufficient to ensure the fulfillment of the obligations provided by the Federal Law “On Personal Data” and regulations adopted in accordance with it. 8.3. The University shall independently determine the composition and list of measures necessary and sufficient to ensure the fulfillment of obligations under the Federal Law “On Personal Data” and the regulations adopted in accordance therewith. 8.4. Responsible for implementation of necessary measures of protection of personal data in structural subdivisions of the University shall be heads of structural subdivisions ex officio. 9. Responsibility for violations of rules of processing and protection of personal data 9.1. At university the person responsible for the organization of processing of personal data shall be appointed. 9.2. The person responsible for the organization of processing of personal data, in particular, shall: 9.2.1. Exercise internal control over compliance with the legislation of the Russian Federation on personal data, including requirements for the protection of personal data, at the university, its employees. 9.2.2 Make the University employees aware of the provisions of the legislation of the Russian Federation on personal data, local normative acts on personal data processing, requirements to protection of personal data. 9.2.3 Organize acceptance and processing of requests and inquiries of personal data subjects or their representatives and (or) control acceptance and processing of such requests and inquiries. 9.3.
